Shooting Arcade for the Atari 2600 by Atari

Shooting Arcade looks to be Atari's answer to the other carnival shooting games from Imagic (Shootin' Gallery) and Coleco (Carnival). I can't tell if it's finished, but without a light gun, it's a bit tough to play. Obviously, it was never released.
